Ce plan est centr\u00e9 sur le renforcement de l\u2019efficience tout en assurant le plus haut niveau de s\u00e9curit\u00e9.<\/p>\n<p>Ce d\u00e9fi majeur pr\u00e9voit plus de\u00a0<strong>50 nouvelles routes RNAV<\/strong>, dont\u00a0<strong>30 routes directes et unidirectionnelles<\/strong>\u00a0et un fort engagement civil-militaire. Avec ce projet, le Soudan pourrait par ailleurs devenir le premier pays africain \u00e0 appliquer le concept d\u2019espace a\u00e9rien \u00ab\u00a0<em>Free Route\u00a0\u00bb<\/em>.<\/p>\n<p>Le projet a \u00e9t\u00e9 lanc\u00e9 en 2016 gr\u00e2ce \u00e0 des \u00e9quipes restreintes et r\u00e9actives, mises en place par la SCAA et ses partenaires fran\u00e7ais. L\u2019objectif, au-del\u00e0 de la conception d\u2019un nouvel espace a\u00e9rien, est d\u2019op\u00e9rer un transfert de connaissance efficace dans tous les domaines concern\u00e9s par ce projet.<\/p>\n<p>Afin d\u2019anticiper et d\u2019accompagner les changements substantiels, toutes les parties prenantes ont \u00e9t\u00e9 impliqu\u00e9es d\u00e8s le d\u00e9but du projet\u00a0: le prestataire de services, l\u2019Autorit\u00e9 de surveillance, les utilisateurs \u2013 les militaires, les compagnies a\u00e9riennes ainsi que les pays voisins.<\/p>\n<p>La conf\u00e9rence internationale organis\u00e9e en juin 2016 au Caire, en \u00c9gypte, avec la contribution du bureau r\u00e9gional de l\u2019OACI et de IATA, a r\u00e9uni ces acteurs du Soudan et des pays voisins. Cette \u00e9tape majeure a permis aux parties prenantes de mesurer les impacts sur les pays voisins et d\u2019obtenir le soutien des compagnies a\u00e9riennes.<\/p>\n<p>Parall\u00e8lement, des workshop internationaux ont \u00e9t\u00e9 organis\u00e9s par DSNA Services et l\u2019\u00e9quipe projet, sur un large panel de sujets\u00a0: navigation bas\u00e9e sur la performance (PBN), descente continue, \u00e9tudes de s\u00e9curit\u00e9, concept de \u00ab\u00a0<em>just culture\u00a0<\/em>\u00bb, etc.<\/p>\n<p>Les experts de DSNA Services et CGX accompagnent aussi la SCAA dans la n\u00e9gociation des Lettres d\u2019accord avec les pays voisins et la mise \u00e0 jour de leurs manuels op\u00e9rationnels.<\/p>\n<p>Le workshop de 5 jours qui s\u2019est tenu \u00e0 Toulouse en septembre a rassembl\u00e9 des experts hautement qualifi\u00e9s dans les domaines PBN, syst\u00e8mes de gestion du trafic a\u00e9rien, conception des proc\u00e9dures et contr\u00f4le a\u00e9rien, ainsi que des dirigeants de la SCAA, de DSNA Services et de CGX AREO.<\/p>\n<p>La mise en \u0153uvre de la restructuration est pr\u00e9vue en deux \u00e9tapes. Pour r\u00e9pondre aux enjeux prioritaires des compagnies a\u00e9riennes, la premi\u00e8re \u00e9tape sera la mise en \u0153uvre du nouveau r\u00e9seau RNAV, pr\u00e9vue en mars 2018.
