AIR TRANSPORT STRATEGY

To meet the current challenges facing air transport, ICAO encourages strategic planning and the development of national plans. The aim is to enable the sustainable development of air transport by improving safety, security, facilitation, capacity, efficiency and environmental protection.

France Aviation Civile Services can support you in the definition and implementation of your Civil Aviation Master Plan (CAMP) or on a targeted basis for the review of a key area, such as the State Safety Programme (SSP).

OUR APPROACH

Our approach is aligned with the UN 2030 Sustainable Development Goals, the objectives of national development plans and ICAO’s global plans – the ICAO Global Aviation Safety Plan (GASP), the Global Air Navigation Plan (GANP) and the Global Aviation Security Plan (GASeP).

It will take into account the regional variations of these global plans and the performance objectives defined at the ICAO regional level.

We propose to adopt a global vision of the air transport ecosystem and its interactions with other modes of transport, and to involve the various stakeholders in a cooperative approach. Together, we study the existing situation and define the targets in the various areas, in particular:

EASA COMPLIANCE SUPPORT

If you need expertise or training on current EASA regulations, France Aviation Civile Services can help you.

YOUR NEEDS

France Aviation Civile Services helps you to develop national or regional regulations based on European texts by analysing the gaps between EASA requirements and those in force locally.

France Aviation Civile Services provides targeted training for civil aviation authorities wishing to comply with EASA standards. France Aviation Civile Services’ experts prepare and deliver training courses in English or French (other languages possible depending on the experts’ language skills) on behalf of EASA in the various areas of oversight: PEL, AGA, AIR, OPS, ANS.

  • Support in bringing Tunisian regulations into line with the European Union acquis under the Euro-Mediterranean Air Services Agreement between the European Union and Tunisia.

SAFETY OVERSIGHT

CAPACITY BUILDING

If you are looking to implement a supervisory authority or to develop certain aspects of supervision, France Aviation Civile Services can help you.

YOUR NEEDS

France Aviation Civile Services provides support to any civil aviation authority, whatever its level of maturity. After a diagnosis of the situation, a roadmap will be developed and a tailor-made solution taking into account local specificities will be proposed.

France Aviation Civile Services can help to define staff training plans in line with international standards and assist the authority in sizing its human resources requirements.

The drafting of documents and procedures (in particular surveillance manuals and checklists) can be carried out in collaboration with France Aviation Civile Services experts.

France Aviation Civile Services has assisted the following national authorities in the field of oversight: Philippines, Lao, Haiti, Thailand, Antigua and Barbuda.

PRACTICAL TRAINING FOR CAA SURVEILLANCE INSPECTORS

If you are a civil aviation authority and would like to train your surveillance inspectors, France Aviation Civile Services, in coordination with ENAC, can provide you with qualified trainers.

YOUR NEEDS

Your team of inspectors is being renewed, you wish to update the knowledge and skills of your existing surveillance personnel, France Aviation Civile Services will support you and offer training tailored to your needs.

Following a detailed analysis of your requirements, training programmes are proposed to managers for approval before being delivered remotely or face-to-face in French or English. Alternating between theoretical reminders and practical exercises, the OJT is offered to inspectors to help them become autonomous in their activities. Training courses can be general (e.g. on audit techniques) or thematic in relation to the applicable regulations. Depending on the need, France Aviation Civile Services can assist in carrying out blank surveillance procedures or supervise audits and/or inspections.

This approach, combined with capacity building for the authority, was carried out in Port-au-Prince for Haiti. France Aviation Civile Services has also provided human factors training for EASA staff.

METEOR: THE WEB APPLICATION FOR SUPERVISORY AUTHORITIES

You are a civil aviation authority and you want to dematerialise and facilitate exchanges with your operators to plan safety oversight actions and monitor findings.

YOUR NEEDS

You wish to harmonise practices and facilitate the work of safety oversight inspectors in the follow-up of surveillance acts, both in terms of their planning and the management of the resulting findings. France Aviation Civile Services offers you a dedicated internet platform that adapts perfectly to your organisation.

METEOR, the module for remote transmission and exchange with organisations, is a collaborative platform that will enable you to centralise all types of documents and all exchanges with supervised operators in a dematerialised way.

With METEOR, you’ll have access to dashboards showing which files are in progress and which need to be processed, as well as a history of documents and files in progress, from any workstation with an Internet connection.

METEOR is quick to learn and requires no installation, saving you time and improving the reliability of your safety oversight management.

AIR NAVIGATION AND AIRPORT OPERATIONS

SUSTAINABLE AIRSPACE DESIGN

If you want to increase the efficiency of your airspace and reduce the environmental impact of your procedures, France Aviation Civile Services can help you meet these key challenges for the aviation of the future.

YOUR NEEDS

You want to develop new air trajectory and control sectorisation systems in conjunction with infrastructure modernisation projects. If your ambition is to optimise air routes and minimise aircraft fuel consumption and emissions, France Aviation Civile Services can help you define your roadmap and carry out the necessary studies to select the most efficient option. Then, to support deployment, France Aviation Civile Services updates operational documentation, prepares instructions and defines ad hoc training.

OUR APPROACH

France Aviation Civile Services has developed DIADEME, a collaborative platform for carrying out these studies and analyses and contributing to practical training for air traffic controllers on the new areas and systems. With DIADEME, you save 30% of the time required for a traditional airspace analysis: you can visualise your airspace, instantly simulate a new airspace and analyse its impact.

Working remotely is more efficient and effective. It enables all the players involved to work together on the same platform to ensure that the new system is adopted. Impact assessments take less time, and you have precise decision-making indicators at your disposal. By relying on DIADEME, France Aviation Civile Services is a major player in the environmental progress of ANSPs.

PAPI CALIBRATION BY DRONE

You want to calibrate your airport’s PAPI and lighting systems without interrupting operations and at a competitive cost. You want to make the most of your drone by installing new functions.

France Aviation Civile Services and the DSNA’s Technical and Innovation Department have developed a method for calibrating PAPIs using UAVs (CAVOC).

This method, officially approved by the STAC (Service Technique de l’Aviation Civile), and the technology used, enable reproducible, reliable and accurate measurements.

We operate without the use of heavy aerial platforms and with minimal disruption to the runway in use at the airfield.

We offer two options, depending on your structure and requirements:

  • Either a service package
  • Or the implementation of a turnkey solution for greater autonomy by installing new functions on your drone.

Our experts will work with you to carry out validation tests and provide the necessary training.

ELVIRA® THE AIR TRAFFIC REPLAY AND ANALYSIS TOOL

The safety and environmental management tool created by an ANSP for ANSPs.

YOUR NEEDS

Do you want to replay and analyse your air traffic to strengthen your Safety Management System (SMS) and analyse your performance?

ELVIRA® software has been developed by the Direction des services de la navigation aérienne (DSNA). It records sensor data (radar, ADSB, etc.) and enables traffic to be viewed in real time and replayed for analysis.

It is a versatile tool that can be used for both:

  • SMS safety management, with automatic detection and analysis of safety events and alerts: loss of separation, runway incursions, non-compliant approaches, etc.
  • Performance analysis, including trajectory flow and airport occupancy statistics and the calculation of ground indicators such as runway occupancy time;
  • Environmental management, with monitoring of compliance with environmental protection volumes;
  • Monitoring of surveillance sensors and A-SMGCS evaluation;
  • Simulations with the creation of test scenarios replayed on test networks.

You can listen to communications between pilots and controllers. And thanks to SCRIBE, the DSNA voice recognition tool directly accessible from ELVIRA, you can transcribe all the exchanges to contribute to your safety analysis reports!

CNS: PLANNING AND ASSISTANCE WITH EQUIPMENT ACQUISITION, INSTALLATION AND MAINTENANCE

Would you like to acquire, install and calibrate a new CNS system: Radar, ILS, VOR, Gonio. France Aviation Civile Services can support you from the planning stage through to in-flight calibration.

YOUR NEEDS

Communication, Navigation and Surveillance (CNS) are 3 essential air navigation services and require a high level of technical expertise.

France Aviation Civile Services supports you from the planning stage through to assistance with on-site reception and offers you in-flight calibration of ILS and VOR with the DSNA.

OUR APPROACH

We offer support for:

  • Study, definition of requirements, acquisition, acceptance and technical verification with a view to deploying CNS equipment;
  • Studying anomalies in your ILS and radio coverage;
  • Maintaining this equipment in operational condition;
  • Support for the development of CNS teams.

With DSNA, we also carry out in-flight inspections of navigation aids with:

  • 2 Beechcraft 200;
  • DSNA flight inspectors, who clock up more than 1,900 hours of in-flight inspection per year;
  • ENAC pilots.

During the in-flight inspection, an inspector assists the ground technicians in adjusting the equipment.

ATC SUPERVISOR TRAINING IN COOPERATION WITH ENAC

Would you like to train your ATC supervisors when they take up their jobs or to help them on a day-to-day basis?

YOUR NEEDS

Are you an experienced air traffic controller who would like to become an ATC supervisor?

Are you already an ATC supervisor and would like to specialise in a particular area: emergency procedure management, collaborative decision-making (CDM), or dynamic airspace management?

OUR APPROACH

France Aviation Civile Services and ENAC, the French National Civil Aviation School, have combined their know-how and operational experience to offer you 3 tailor-made courses: an initial training course, a refresher course and an advanced training course. These courses can be organised at your premises, or at ENAC’s premises in Toulouse, France, with a visit to a control centre.

We offer you an upstream diagnosis to adapt our training to your needs as closely as possible.

Our trainees have praised the operational scenarios and very practical exercises, such as the workshop on adapting the ATC supervisor’s manual.

An overview of our modules:

  • Managing the relational aspects of control room supervision;
  • Up-to-the-minute technical knowledge of supervision systems in service, regulations, search and rescue procedures, ATFCM (air traffic flow and capacity management);
  • ATCO-ATSEP cross-cultural awareness training, to strengthen coordination between the control room and technical supervision;
  • Management of emergency procedures and unusual situations.
