Resumption of the contract with the national office of civil aviation in Haiti
Since 2016, the National Office of Civil Aviation in Haiti (OFNAC) has undertaken to create a Supervisory Authority in accordance with the standards of the International Civil Aviation Organization (ICAO) in order to be able to exercise the prerogatives and responsibilities assigned to each State in the control and supervision of aviation safety.
In this undertaking, OFNAC was accompanied until the end of 2019 by DSNA Services, now France Aviation Civile Services (FRACS).
Due to the COVID crisis and the change in OFNAC’s management team, this assistance was suspended in 2020 and has just been relaunched at the beginning of the year, which FRACS welcomes. This support, which will continue until 2023 and is a continuation of the effort made to date, should enable the nascent supervisory authority to strengthen itself and acquire the maturity necessary to fully exercise its prerogatives.
This new contract is funded by the World Bank.
The new Action Plan, which was prepared in coordination with OFNAC, is in line with continuity, building on the work already carried out while taking into account the changes that have occurred in the recent period and the strategy set by the new OFNAC management team.
The various actions carried out will cover the following technical fields: licences, operations, airworthiness, air navigation, airports and the State Safety Plan.
A consolidation of the existing regulatory corpus will be carried out in a first phase, followed by an accompaniment to establish a training plan, to launch the first training actions of inspectors for the progressive implementation of a safety monitoring system.
A new FRACS project team is being set up with some fifteen experts.
The project is expected to start in the coming weeks.
