FRACS invited to speak by ICAO and EASA at the 3rd RSOO/RAIO Global Forum

As part of the cooperation between EASA and ICAO, France Aviation Civile Services conducted, in 2024-2025, a study on the development and operationalization of RSOO (Regional Safety Oversight Organisation) and RAIO (Regional Accident Investigation Organisation) in the AFI region, which concluded with a workshop bringing together all African countries in Kampala at the end of April 2025. Following this project, FRACS is invited to speak at the 3rd Global Meeting of RSOO and RAIO held in Georgetown, Guyana on 29 and 30 September.

The Regional Safety Oversight Organisations are regional organisations that bring together a number of countries to work together to fulfil their aviation safety oversight obligations by pooling their resources and competences.

Contributing to this event and to these difficult issues that constitute the legal framework and funding models of RSOOs and also participating in such an event is a recognition for FRACS. We wish to contribute to the global reflection on the development of RSOOs around the world. FRACS demonstrates its ability to support the international development of aviation and to contribute to the improvement of safety around the world. The presentation will focus ont only on the fundamental principles that should underpin the creation and operation of RSOOs but also on the balances to be maintained between RSOOs and their Member States in terms of responsibilities, cooperation and resource allocation.

But FRACS does not only produce studies and recommendations on the development of RSOOs, but it also tries to propose concrete and practical solutions at their service to concretely help them develop and achieve their goals.

Thus, with the METEOR platform dedicated to safety oversight, FRACS is developing practical working capabilities at the service of RSOOs in order to facilitate the transparency, cooperation and efficiency of RSOOs and thus feed a virtuous circle capable of supporting the ability of RSOOs to serve and assist their Member States in their ability to meet their obligations in terms of compliance with ICAO standards and in terms of control and improvement of safety.

In this spirit, FRACS continues with its experts to support the RSOOs and their Member States by addressing each of the contributing elements of the sustainable development of RSOOs:

• The regulatory basis useful for the optimal functioning of RSOOs
• Working methods and procedures and associated manuals
• Tooling
• The fundamental principles to enable the sustainable and efficient operation of the RSOO.

Thus, we hope that, through our various initiatives, we will respond to our vocation to support the development of international air transport.
