ASSISTANCE TO THE DEVELOPMENT OF THE NATIONAL SAFETY OVERSIGHT AUTHORITY IN HAITI: Closure of Phase 1 of the project

Last October, a contract was signed with the Haitian Ministry of Transport for the continuation of FRACS’ support to the “Office National de l’Aviation Civile en Haïti” (OFNAC) in the creation of a National Safety Oversight Authority.

This World Bank-funded project, which will run until the end of March 2024, is structured around for phases and covers the following technical areas: licensing, operations, airworthiness, air navigation, airports and the State Security Plan.

The first phase was to carry out an assessment of the situation, following the interruption of the project for one year, in order to draw up as accurate a picture as possible of the situation and, on this basis, to draw up a roadmap for each of the technical areas

A mission was carried out in Haiti last November during which several working meetings were held with the management and services of OFNAC and with the operators (airlines, air navigation service provider, airport manager).

This first phase has just ended with the delivery of a diagnostic report on the one hand and roadmaps on the other.

In this undertaking, France Aviation Civile Services has set up a project team of 13 experts who will work hand in hand with OFNAC experts to implement the activities set out in the Action Plan. France Aviation Civile Services is pleased that this first phase has been completed on time thanks to the mobilisation of OFNAC and FRACS experts. The project team is ready to start the second phase with OFNAC, which will be dedicated to the consolidation of the regulatory corpus and associated documents. This important step will enable the Directorate of Civil Aviation Safety (DSACH) in Haiti to have a reference framework for conducting its surveillance activities in accordance with the standards of the International Civil Aviation Organization (ICAO).
