ASECNA: Increased cooperation in 2026
The year 2025 was a key year for ASECNA (Agency for the Safety of Air Navigation in Africa and Madagascar) with the arrival of a new Director General, Mr. Prosper Zo’o Minto’o, previously Director of the ICAO WACAF Regional Office, and many changes in the management team.
After the renewal of the cooperation agreements between ASECNA and the DGAC, on the one hand, and ASECNA and ENAC, on the other hand, at the last Paris Air Show, the year 2025 saw the signing of a cooperation agreement between FRACS and ASECNA. After meeting at the Paris Air Show and at the ICAO Assembly to identify potential areas of cooperation, this agreement was signed at the end of October 2025 and gave rise to a workshop with all ASECNA directorates at the end of December 2025.
This agreement is the result of a long friendship, many exchanges and some work already carried out together in the past. It will make it possible to place various projects in a perspective of consolidated cooperation in the short, medium and long term.
With the aim of fostering synergies, FRACS and ASECNA have identified the following possible areas of cooperation, which can be developed through concrete projects and initiatives:
- Strategic planning of air navigation infrastructure and services;
- Airport management;
- Calibration and evaluation of the performance of technical installations;
- Airspace organization;
- Safety management;
- Regulatory compliance;
- Operational and technical organization of services;
- Development of human resources competencies;
- Air traffic data exchanges;
- Technological innovation;
- Air navigation and air traffic management infrastructures and services.
The workshop at the end of December aimed to present to ASECNA the products and services of FRACS in the targeted areas and to identify those of interest to ASECNA, as well as the associated priorities.
It was thus possible to present and discuss the following products and services:
- ASERT (Aviation Safety Event Reporting Tool)
- ELVIRA (Traffic and Radar Tracking Analysis Tool)
- METEOR (Safety Oversight Platform)
- Calibration of CNS resources and PAPI
- Radar and surveillance coverage analysis
- The charges management system and
- The exchange of statistical data on air transport in Africa.
After this first introductory workshop, we hope that 2026 will make it possible to carry out new projects, to carry out certain studies together, to take initiatives possibly with ENAC and the DGAC, and to make concrete progress in strengthening ASECNA’s capacity to remain at the best level in the world in terms of air navigation management and safety in Africa.
